Actually i was asking the same question till i found the answer myself, i will tell you what i do to change the colors.
open the photo , then add a new layer up to it, now paint the place you want to change it’s color in (WHITE) in the layer you just made (such as the hair color) , then when you finish,from the Layers section choose (SOFT LIGHT) option-i mean apply the soft light to the layer you just made. you will find the white color more transparent, now from IMAGE menu , choose Adjustments,then (Hue/Saturation) then check on the (COLORIZE ) option with the check mark, Then start changing the values of the Hue , and saturation and lightness , you will find the color change as you want !

could you show us how to change a black and white coloured image to a colour one, i think its called colour gradation or something :s…. im not sure, but could you please do a tutorial on that please
